yes. I often can't find all of the missing things in the city either. I spent almost 20 minutes trying to find the 5th taxi i needed for one of the quests yesterday but to no avail (I even had other looking with me) 

Taxi's are quick speeders - on these quests I've needed to scroll - scan away from the center to find them at times despite what the crosshairs point to.
